The If Not Set column tells you what a user gets when none of their roles sets the rule to Allow or Deny:

Some rules only appear when the matching module or setting is on, so your account may show fewer rules. Rules per contact category, note category and form appear once for each category or form you have. Rules per branch and per fleet location are set on each branch or location page.
